BITTERNESS PROVOKED
CONGRATULATIONS OPPOSED ELEVATION TO UPPER HOUSE. LABOUR MEMBERS REJECT MOTION. ( Per Press Association ). CHRISTCHURCH, June 25. By a majority of seven votes to two, the Christchurch Tramway Board refused to agree to a motion that a letter of congratulation be sent to the Hon. W. Hayward, a former member of the board, on his appointment to the Legislative Council. The motion provoked a bitter discussion in which Labour members attacked Mr. Hayward. In moving that the resolution be sent, Mr. C. E. Jones asked the members to forget the past, put all personal feelings aside, and make the voting unanimous. Mr. W. J. Walter, the only other nonLabour member of the board, seconding the motion, spoke of the service of Mr. Hayward to the board, and described ' him as among the most able and broadminded men in public life in ChristchurchThe chairman (Rev. J. K. Archer) said that the resolution was verv unfortunate, but the speech of Mr. Walter was disastrous. If the resolution had been simply moved it might have been possible, as a matter of courtesy, to carry it, but Mr. Walter had paid Mr. Hayward compliments as a member of the Tramway Board. The fact was, the speaker declared, that many of the board’s present troubles were due to Mr. Hayward’s actions as a member of the Appeal Board. Mr. Howard, M.P., said that Mr. Hayward’s appointment was purely political and merely r matter of bargaining among politicians. Mr. Hayward’s attitude towards the workers of Christchurch had given him his appointment. After other Labour members had spoken the motion was put and lost.
