TERRITORIAL ARMY. VOL U NTEER ORGAN IS A TION. DUBLIN, Feb. 7. Mr. Aiken announced in the Dail that the Government proposed to establish a volunteer territorial army of 24,000 at a cost of £143,000. It would be composed of three groups, one group consisting of territorials between 18 and 25 years of ago; another consisting of men under 45; and the third consisting of men between 45 and 55. The training would be at the drill hall and camps. Mr. Mulcahy said that the scheme was amazing and costly.
