UNITED STATES AGREES. PAN-AMERICAN CONFERENCE. MONTEVIDEO, Dec. 21. The United States delegation to the Pan-American Conference, after earlier declining, to-day announced that it would sign the convention granting equal nationalisiou to women, subject to the approval of Congress, apparently assuring uniform action throughout the Western Hemisphere. The United States National Women’s Party had vigorously protested to President Roosevelt against the American failure to participate in what is described as the “first treaty in history to grant and guarantee equality to women in any department of life.”
