[ Per Press Association. I WRLLINGTON. Dec. 4. The Leader of the Legislative Council. Sir James Parr, will make a farewell appearance in the Chamber at its meeting to-morrow afternoon prior to his early departure for London to take up his appointment I here as High Commissioner for New Zealand. At. this sitting he will be accorded an official farewell by his fellow members of the Upper House. Sir -Tames Parr will be succeeded by Elon. R. Masters as Leader.
