SOUTH AMERICAN LOANS. HIGH EXITED STATES TARIFFS. Recei\(>(l Dec. 4 t 7.32 p.m. MONTE VIDEO, Dec. 3. President Gabriel Teri a of Uruguay, in opening his address at the panAmcrican Conference to-day, said that the inability of the South American countries to meet their loan obligations contracted with America, was due to the high tariff on their products. He expressed the hope that; Air. Roosevelt would cany out his policy* of reviving international trade, particularly panAmerican, through a tariff revision downwards. The Haitian non intervention stand was strengthened to-day when it was learned that the Cubans seek a similar resolution against America’s alleged in Icrfeience in their political problems.
