JUDGE AND GRAND JURIES “Y r ou may have heard the rumour which, if carried into effect, would result in. your abolition as an institution,” remarked Sir Herbert Wilberforce at a London Court, in charging the grand jury. “It is said,” continued the judge, “that threatened mon live long, but as these proposals are made with a desire for economy it will bo difficult to resist. Any prospect of economy in these difficult times seems almost too good to be true. Until that happens you will continue to discharge those historic duties.” Subsequently the grand jury threw out a bill which had boon preferred against John Welch, aged 29, porter, who had been committed from a police court on a charge of stealing a bicycle. In ordering his discharge Sir Herbert Wilberforce remarked, “You must be thankful that the historic institution of grand juries is still in force.”
