BALANCING THE BUDGET. GOVERNMENT DICTATORSHIP. Received Mav 10. 11.5 p.m. BRUSSELS, May 10. The Chamber, by 99 votes to 81, referred to a special committee a Bill introduced by M. Hymans on behalf of the Prime Minister, conferring a virtual dicatorship on the Government for three months for the purpose of balancing the Budget.
