With the idea of moulding a bettor citizenship, for which compulsory labour camps arc a vital qualification, 350,000 Gorman youths, born after January 1, 1913, will attend the first camp for six months’ service. The controller, Colonel Hicrl, foreshadows military conscription thereafter. The completion of camp services will be a necessary qualification for permission to marry. The camps will be engaged in improving agricultural lands, restoring barren areas, and making roads, but all manufacturing ventures are la bon.
