THE OPENING CEREMONY. EFFORT TO BALANCE BUDGET MELBOURNE, June 15. The first session of Victoria’s 31st. Parliament was opened by the Lieut. Governor, Sir William Irvine. Members of the Assembly were sworn in. Sir Alexander Peacock was elected speaker. The Lieut.-Governor’s speech stated that the Government views with deep concern the present financial position and states that the drift must be arrested. All adjustable Government expenditure will be reviewed in a determined effort to balance the Budget.
