WITHHOLDING THE SURPLUS Received Oct. 15, 7.10 p.m. NEW YORK, Oct. 13. A New Orleans message states that the American Co-operative Association meeting with tho Federal Farm Board, tentatively agreed, pending the approval of leading bankers, to withhold approximately 7,000,000 bales of cotton from the market until July 31, 1932, in an effort to remedy the conditions due to falling prices and rising production.
