It declares that the church and its head have not only the right, but the duty of expression an opinion on social matters, because they bear a relation to moral matters. The economic system must be reorganised to ensure a just distribution of capital and labour. The difference between the social classes must not disappear, because they arc willed by God, but the proletariat must gradually be raised to a level of modest well-being, guaranteed by proper and fair wages.
