OPENING OF THE SESSION AN ATMOSPHERE OF CRISTS [ Australian Press Assn. ] LONDON, Oct. 1. The' Morning Post’s Berlin correspondent states that an atmosphere of crisis surrounds the re-opening of the Reichstag to-day. A cordon of police is barring the approaches owing to the fear of an assault by Communist shock troops. The big issue is a short session for the discussion of unemployment insurance, which presents a serious position owing to the deficit of £14,000,000, arising from the fact that the average unemployment is now 1,100,000, whereas it should be only 700,000 if the unemployment fund is to remain solvent. As there is an urgent necessity to make the fund solvent the Government proposes to find half the deficit, leaving the employers and workers to share the other £7,000,000 by increasing their contributions. This proposed compromise was heavily defeated in committee on Monday, only the Socialists approving of it. The situation of the Government is therefore precarious.
