He is Prince Louis the Second of Monaco, the microscopic principality on the Riviera whose revenues are derives from the famous gambling tablesThe Prince and his people arc at loggerheads in a crisis largely due to the gas supply. Reports from Monte Carlo indicate that he intends to solve the crisis in his principality by a coup d ’etat- He has issued a decree cancelling the elections for the new National Council, or Parliament, and has made a statement that he will govern thc principality himself as sole ruler, without assistance or advice. The townspeople consider this order, interpreted, to mean that tne casino authorities, whose difference with the elected body provoked the crisis, intend to impose their policy upon thc inhabitants.
