THE NEW REGULATIONS NOISB AND OTHEK NUISANCES Noisy motor cycles have been occupying the time of Wanganui traffic inspectors of late, and the fact that motor cars must comply with the rules re ating to noise has boon temporarily lost sight of. Undoubtedly there are many cars in Wanganui which are equipped with exhaust pipes not having sufficient silencing powers. The new regulations are very emphatic on this point: “No person shall operafte any motor vehicle unless an efficient si'encer or silencing /device is affixed to such vehicle, in such a manner that the exhaust shall be projected through such silencer or silencing device.’’
If the regulations were to be strictly enforced, many old cars and trucks wou’d come under question, for any motor vehicle that causes unduo noise through being in a state of /disrepair, or the construction or condition of any part of the vehicle, must not be operated. Again, it is an offence to allow a car or motor cycle to drop grease, oil, benzine or fuel on the road, and to allow the end of the exhaust pipe to point towards the ground in such a manner that it wi’l raise dust is also not permitted. No exception is taken to the pointing of the exhaust upwards. although inspectors on pointduty might become slightly annoyed if a car were to pass blowing evil-smelling fumes into nis face. But no; that contingency is provided for. Sub-section of Section 4, of Regulation 8, states that no person sha 1 ! be the driver of, or be in charge of a vehicle, and permit it to run in such a manner as to emit smoke or fumes which would not h* emitted if the engine were in good running condition. It would only remain for the traffic officer to prove that the engine was not in good running order.
