OTAGO CENTRAL SEAT A BALLOT NECESSARY. [ Per Press Association 1 DUNEDIN, June 7. Mr J. Ritchie, chairman of the Vincent County Council, has acceded to a number of requests to stand for the Central Otago scat in the Reform interests. As the candidature of Mr Charles Todd has also been announced lor this seat, a ballot will be necessary to decide which candidate will officially bear the Reform banner
