THE FRENCH SUMMARY THE RIGHT OF DEFENCE Received April 22, 11.30 p.m. (A ; & N.Z.) PARIS, April 21. The following is the summarised text, of the French plan for a multi-lateral pact: Firstly the signatories, without endangering the legislate right of defence within the limits of existing treaties condemn any recourse to war and renounce it as an instrument of national policy, personal, spontaneous, independent, political action, in which they take the initiative, and not of an action in which they find themselves involved by the application of the treaty, such League covenant or any other treaty registered with the League.
