The draft oi the Frcteh multi-lateral treaty now published reveals that only wars of aggression would be definitely renounced by a pact proposed io . .<• United States and the other g.cat powers. The word “aggression” is not con tained in the draft, but the first article states specifically that the signatory countries agree not to attack one another or to invade each other’s territory. The right to wage war “to enforce peace” as under the League covenant, the Locarno agreement and various other neutrality treaties is definitely reserved.
