DUC'E AND A LENTEN PASTORAL It is not often that the head of the Italian Government addresses a telegram of approval and thanks to a cardinal. Through the Prefect of Milan Signor Mussolini has sent a congratulatory message to Cardinal Tosi, Archbishop of Milan, on the latter’s Len ten pastoral on “Large Families.” The telegram said: “Please convey to his Eminence Cardinal Tosi my satisfaction and thanks for his pastoral concerning the decline in the birthrate, which is especially marked in all the urban centres of Northern Italy. (Signed) Mussolini.” The Catholic Press of Milan regards this telegram as indicative of the excellent relations existing between the Church and the State. Cardinal Tosi’s pastoral was in favour of large families and the increase of the population of the country, which is part of the Duce’s policy. A technical committee of the Central Statistical In-
stitute has decided to undertake an inquiry into the demographic condi tions of thp country, especially regarding those families having seven or mare children living. A further inquiry will tend to discover why in 3,000 communes the population is stationary or decreasing-
