AMERICA’S PROGRAMME HEAVY EXPENDITURE PROPOSED (A. & N.Z.) WASHINGTON, Nov. 5. Mr Britten, representing the House Naval Committee, announces that a five-year building programme, providing for 30 additional 10,000-ton cruisers, and five aeroplane carriers, involving a total expenditure of 400,000,000 dollars, will be proposed to Congress during the December session.
