VICTORIA PLANS BETTING TAX TO BE INSTITUTED MELBOURNE, March 8. The Premier of Victoria (Mr Allan), in a policy speech for the forthcoming elections, said that if the Commonwealth Government proceeded with the proposal to abolish the per capita payments the State would be in a chaotic condition. This year capitation payments to Victoria amounted to £144,000. There would bo great difficulty in making up this amount in direct taxation to meet the deficit. It was proposed to proceed with the betting tax, which would yield 1A per cent, on the turnover of each bookmaker. The revenue from the new system would result in an increase of £417,000. Consideration was also being given to tte provision of sinking funds to liquidate soldier settlement loans, which now amount to £24,000,000. The immigration scheme would be proceeded with, and a dairy college, estimated to cost £30,000, would be established.
