The “New York Times’ ’’ Washington correspondent states that obstacles to the United States official participation in the League of Nations preliminary disarmament conference have, apparently been overcome. It is learned that the Minister to Switzerland. Mi. Gibson, will represent the United States at Geneva in February. A conference between President Coolige and Senators Borab. Lenroon and Moses cleared the way to a decision. It is learned that an agreement between the President and Senator Borob provides for participation under the following conditions: That the United States does not join any security pacts arranged at the Conference; that decisions reached at the conferenc be enforced by the League ,leaving each Gov eminent bound only by agreements made at the Conference; that, no agreement provide for a reduction of the United States land armament. Jr is also ascertained that the nut come of the preliminary conference to determine American participation in further armamenr conferences to bo arranged was that there was no agreement.
