AMNESTY FOR REBELS
POSITION IN SYRIA PEACE POURPARLERS. Received December 23, 10.15 p.m. BEIRUT, Dec. 23. Peace pourparlers are proceeding. M. do Jouvenel has promised an anjnesty to all rebels laying down arms within fifteen days, with the exception of the leaders.
