POSITION IN CHINA FROSTBITE AFECTS TROOPS. OPERATIONS HELD UP. PEKING, Dec. 20. As frostbite was dausing much suffering among the rival armies outside Mukden, General Kuo, brigade commander of Kuo Sung Lin’s advance guard, telephoned General Wu, brigade commander of the Mukden army, suggesting an Armistice, whereupon, according to report, lhe latter immediately agreed. Official advices indicate that operations are being held up owing to the extreme cold, but do not confirm the armistice negotiations.
