CIVIL WAR LOOMING TROUBLE RAPIDLY DEVELOPING. PEKING, Oct. 20. The situation is rapidly developing. Wu Pei Fu is arriving at Hankow today, whore he intends to assume the Commander-in-Chiefship of the General Provinces, the alliance including Kiangsu, Chekiang, Anhui, Kiangsi, Hupei, and Kukcn, and the veteran statesman Tang Shao Yi proposes to establish an independent administration at Hankow and restore the so-called constitutional Parliament which Tuan Chi Yui, chief executive, abandoned. Wu Pei Fu’s movement is against the Peking and Mukden Governments. The Fengtien Commandant Yang Yu Ting, yesterday crossed the Yangtze from Nanking with a number of Mukden troops, whereupon the fourth and tenth Kiangsu divisions, which joined Chang Tso Lin when Chin Suh Yuan was defeated in 1924, revolted and attacked and disarmed the eighth Mukden division and sent the disarmed troops across the river. The Fengtienites were taken by surprise and offered a feeble resistance. The casualties were few. Order was quickly restored and no damage was done to foreign interests.

The Fcngtieners are retreating northwards. General Feng Yu Hsiang, acting in conjunction with Wu Pei Fu, is sending troops to cut off the Fengtieners Several Chinese warships are sailing for Yangtse, it is believed to support the Control Provinces alliances.
