NO COMPULSORY OBLIGATION. LEAGUE’S POWERS NOT INVALIDATED. Received Oct. 20, 9.35 p.m. LONDON, Oct. 19. The delegates signed the Protocol declaring their firm conviction that the Locarno treaties and conventions would contribute greatly to bring about normal relaxation of the tension between the nations, help powerfully towards a solution of many political and nomic problems, strengthen the peace, and security of Europe and hasten disarmament. The treaty expressly declares that no obligations are imposed on the British Dominions anclUndia, unless the Governments accept the treaty.
The guarantee treaties, by which France guarantees arbitration treaties between Germany and Poland and between Germany and Czecho-Slovakia, are not mentioned in. the Locarno Treaty, but come into force simultaneously. It is pointed out specifically that the Treaty of Locarno does not invalidate any parties’ special rights, or undermine in the slightest the powers of the League of Nations.
