Lord D’Abernon, British Ambassador, greeting the German delegation on their return from Locarno, congratulated them on behalf of Mr Chamberlain, who would always remember their spirit of sincerity and frankness. He added that the honour of taking the i initiative in the course of action’] which resulted in the treaty belonged ; to the German Government. LEADERS TRYING TO HIDE FACTS Received Oct. 19, 11.5 p.m. (The Times) LONDON, Oct. 18. The successful issue of the Locarno Conference has caused a great impression in Moscow, though Bolshevik chiefs are energetically pretending nothing extraordinary has happened. They declare that Germany’s defection is not yet complete and that wrecking possibilities still exist as Reichstag . ratification requires a two-thirds majority. They are apparently counting not only on German Communistic ele- , rnents in the Reichstag, but also on extreme Nationalists, and there is already evidence that they intend doing their utmost to propagate the view that in German’s own interest the Pact must not be ratified.

DEEDS MUST FOLLOW PROMISES PAJRIS, Oct 18. The newspapers are unanimous in expressing satisfaction at the Locarno Fact. “Le Petit Parisien” claims that the Rhine frontier is guaranteed. “Le Matin” says that for the first time since the Treaty of Versailles we can breathe freely. The change in European mentality wrought by the Locarno Conference is reflected in the newspaper editorials, which are almost unanimous in paying a tribute to the German statesmen, whose intelligence and courage contributed to the success of the Conference. BERLIN, Oct. 18. The “Vossiche Zeitung” remarks that the guarantee of peace afforded by treaties marks a great step forward. The 4 ‘Berliner Tageblatt” says that the success of the Conference depends upon whether deeds follow promises.
