MR BALDWIN AS MEDIATOR TRYING TO ARRANGE A CONFERENCE. Received Julv 21. 11.45 p.m. LONDON, July 21. The Daily Herald understands that steps were taken late last night to enable the Prime Minister to get into personal touch with the leaders of the miners and coal owners. Air Cook, in a statement in the Heriald. says that if owners informed the miners that the proposals were withdrawn a meeting could be arranged forthwith.
