FRANCE RETURNING SHIPS TO RUSSIA. Received July 8, 9.45 p.m. LONDON, July 8. A special correspondent informs the Daily Chronicle that the French Government proposes to hand over to the Soviet General Wrarigcl’s Black Sea fleet, consisting of two battleships, one each of light cruiser, cruiser, sloop and repair ship, and ten destroyers, now lying at Bizcrta, and which were handed over to France when Wrangel’s force collapsed. France’s present action is believed to be the precursor of trading negotiations.
