BRITAIN AND RUSSIA
DEADLOCK IN NEGOTIATIONS. Received June 30, 7.55 p.mm. LONDON, June 30. The Daily Telegraph’s political correspondent says: There is a complete deadkick in the Soviet negotitaions. The plenary meeting has been deferred during several weeks, as the British delegation was not successful in finding common ground with the Bolsheviks, who want a considerable loan without giving any guarantee that the safety of personal property will be recognised. Mr MacDonald will insist that the conference shall not be allowed to break up until the last extremity is reached, so negotiations have been been transferred to the city, where bankers and financiers are trying to fijid a formula for recognition of debts. Thus far the result has been mostly negative. The Russians say the interest they offer is so high that the difference between it and the normal rate can be used to repay old debts, but make conditions that debts shall be reduced to ten per cent, of their original value.
