A HANDSOME ALLOWANCE. Received January- 31, 1.50 a.m. BERLIN, Jan. 29. A Bill to settle the financial relations between Prussia and the exKaiser proposes to continue his personal income of seven and a half million marks while compensation for loss of certain property will take the shape of remission of taxation. The Crown Jewels, with the exception of the royal insigna, will remain the Kaiser’s property. He also retains Castle Homberg for life, while other castles revert to the State.
