Received December 5, 1.50 a.m. LONDON, December 1. An extraordinary rush of capital creates one of the most striking features in the revival of financial activity. Flotations during the last month exceed thirty-seven millions. New capital subscribed during the year undoubtedly exceeds two hundred minions. Most of the new issues are over-subscribed. It is interesting to note that to-day's issue alone, totalling- five millions, coincides witluthe distribution of fifty millions in'dividends from the war loans. It is important to remember that owing ,to the complete interruption of the'progress of ordinary private enterprise during the war time, it was inevitable that on the removal of the Government restrictions, capital issues would result in a rush to obtain investment. /
