Polish sources report that, a German mission sought an agreement with Petloura under which the Germans undertook to organise an army of eighty thousand under Macl^ensen for Ukraine, the Ukrainians concluding a commercial agreement with Germany for a period ci" fifteen years. Petloura refused, owing to want of confidence in the Germans.
