Baron Hara delivered a speech at a Government party gathering. He said Japan must economically strengthen herself for the purpose of meeting competition in the economic struggle in the world. Baron Hara stated that the anti-Japanese agitation in China was due to the fact that 'the Chinese misunderstood Japan's, sincere intentions. Japan had no ambitious desires against China. .
