TOKIO, Sept. 1. " There is outspoken newspaper criticism of the American Senate's attitude regarding Shantung, -which is characterised as insolent, unfriendly and provocative towards Japan. The unanimous opinion is that Japan must insist on the Sliaiitung clause.
