The Hon. Russell says that the embargo upon passengers travelling from Australia renders it impossible for miners to land in Now Zealand. He hopes that before long the position will have sufficiently improved to enable a restricted passenjzer service to be instituteor, by which New Zealanders at present in Australia will be repatriated. This cannot take place until the conditions at the quarantine station are such as to enable a full ship's company to be handled. Until then it is not considered desirablo to relax the conditions of %j embargo.
