To establish a Sinking Fund during the currency of the Loan of Ten shillings (£-/10/-) per centum per annum on the amount for the time being oi tho loan actually borrowed for or towards payment of the Loan at its maturity and to appropriate and pledge l-y nav of security to provide for the payment of interest on the loan and the charges and expenses incident thereto and the payment of such Sinking Fund an annually recurring Special Rate of Fourpence (4d.) in the pound on the annual value of all ratea/ble property within the Borough. The whole of the Loan is to be repayable at the expiration of twenty years from the raising thereof.
