SHANGHAI, October _9. Enormous floods have occurred in North China, and a densely populated area of twenty thousand square miles has become an immense deep lake. There is a likelihood of Tientsin becoming ice-bound and uninhabitable, and the removal of the capital from Pekin will be necessary owing to the instability of communications.
