GERMANY'S FAILURE.

WASHINGTON,, August 19
Charles Grasty, • the New York Times' Paris correspondent, after a trip through Switzerland and after making the fullest investigation, believes it is vain to hope for any popular upheaval in Germany before the war ends. However, there are few people willing to believe the autocracy will last beyond the present Kaiser. Germany is held in the grip ,of discipline, but there is unrest. The soldiers are willing to fight and listen to commands, but when the war is over, and -.hey return home, they will no consent to live under an autocracy whic'i is able to capiriciously involve the nation in war.
