WISLON'S WAR PROCLAMATION

WASHINGTON, April 6. -. The navy has been ordered to mobilise. President Wilson's war. proclamation appealed to every American to give the undivided support necessary to military measures, and warned anens against unlawful acts. It requested Americans to forbear from provocative conduct against aliens, promising security to everyone who obeyed the Laws and preserved peace.

NEW YORK, April 6. Army Bills provide for a million men in the second year.
