SYDNEY,-February 2. In order to encourage the growth of foodstuffs the Government has decided to guarantee farmers a minimum of 3/- a bushel for the 1917-18 wheat harvest. MELBOURNE, February 3. After Cabinet had discussed the formation of a coalition with the Liberals the Ministers expressed their readiness to resign and permit Mr Hughes to form a new Cabinet, which it was suggested should con--1 sist of an equal number of Liberals and Ministerialists.
