BERNE, Nov. 26. V ienna telegrams state that the kmperor Charles assumes the supreme command of th e army. Following M. Koerbere's advice, the Emperor Charles summons the Austrian 1 arliament in January, reversing Franz Josef s policy in persistently refusing to convene Parliament.
