ST. PETERSBURG, March 21. The "Novoe Vremya" asserts that Russian statesmen, professing the profoundest detestation of England, tneu to persuade the Kaiser to join a FrancoRussian alliance. The Kaiser was agreeable to the principle, but was unwilling to provoke the hostility of England, because he believed Europe should combine against America.
