GOVERNMENT UNABLE TO DEAL
WITH SITUATION
(Times—Sydney Sun Special Cables.) PEKING, February 15. The military attaches are sceptical as to the Government's ability to crush the White Wolf bands. It is estimated that thirty thousand brigands, together with the disbanded soldiery and riff raff, are roaiming the disturbed regions.
FRENCH RAILWAY CONCESSIONS
LONDON, February 15. A French bank has obtained! a concession from China to construct a railway from Yamchow to Hungking, one thousand miles, at a cost'of four millions. The preliminary agreement -■ stipulates an' urtconditionial payment of £800,000, which is virtually bargain 'money1. British " enterprise stands no chance unless similarly financed.
