HUERTA AS DICTATOR.
(United Press Association—Copyright.) MEXICO CITY, Dec. 11. A Bill has been introduced into the Chamber authorising President Huerta to have- full powers in the conduct of the affairs of the Departments of War, Finance and the Interior. The Chamber has authorised the raising of an m. ternal loan of one hundred thousand Pesos. The leader of the Catholic party has expressed the conviction that a" dictatorship is the only thing which now can save Mexico.
