THE POWERS IN TROUBLE,
CHINESE FINANCE AT FAULT

Reuters Peking correspondent says that the Powers complained, hitherto fruitlessly, that instead of the salt tax guaranteeing the recent loan being collected ias promised before tlip salt ■ left the. factories: it. was sent \ all over the country untaxed. It is persistently reported t;h.at n-i agreement has been partly reached whereby a German lieuten-ant-ce>">!"a1 n^d staff avd s'x * officers and an interproter will be employed in Peking, besides two hundred German officers distributed throughout China. It is estimated the cost would be two hundred thousand pounds sterling, whereof Km ops would provide # fifty thousand. The strongest opposition is expected on the part of the other Powers.
