Received 12-20 a.m.. September 15. LONDON, September 14. It is understood that Japan's demands" on China include m fifty years' extension of the lease of Port Arthurs, which expires in 1923. It is anticipated that even though China has perforce to yield, some incident will inevitably occur facilitating the expansionist programme, including', military occupation of Foochoy and Amoy, and the introduction into those zones of so-called Manchxirian methods.
