LONDON, October 31. Tho GoVernment proposes that tho Irish Senate shall serve a quinquennium, with an election thereafter on tho basis of proportional representation; Ulster to have fourteen Senators. Leinstor eleven. Minister nine, and Connaught six. Irish Unionists are dissatisfied. They contend that if all the Senators are Unionists they will be hopelessly outnumbered in joint sittings.

Mr. Ramsay Macdonald declares that tho experiment is a mistake. If proportional representation is justified,, it ought to be applicable to the first Senate.
