HOME RULE.
(United Press iWor-wrinn. —.Cnpvrieht.) LONDON, October 30. In the House of Commons Sir E. Carson, discussing the amendment to abolish the Lord-Lieutenant's veto, said he did not fear grossly unjust legislation by the Irish Parliament. What he feared was unjust administration by connivance at foul play, or refusing, to set the law in motion to protect minorities. Tho Premier announced, on Clause 8, dealing with the-Senate, that the Government had detei-mined " that it was: test for the Imperial Parliament to nominate tho first Senate, with representation of minorities, afterwards applying tho principle of proportional representation to the recruitment of tho Senate.
