BOROUGH COUNCIL.

Tho fortnightly meeting of the above Mas held last evening. Present—His Worshio the Mayor, and Crs. T. .13. Williams, J. T. Muir, J. W. Alderton, G. Spriggens, M. Spurdle, J. Holloway^ W. Knuckey, and F. Harkness. Leave of absence was granted Cr. Liffiton.

Finance. —Bank balances—District fund—Dr. £2690 Is. lOd. j temporary loans Dr. £21.361 13s. 9d: Loan accounts— £11,500, Cr. £8 15s. 7d., Dr. £2740 4s. Bd.; £35,000 trams, Dr. £935 6s. 2d.; Durie-town Cr. £47 175.; Aramoho Cr. £937 13s. 4d.; bridge loan, Cr. £1792 16s. sd.

Coal Conveyor.—Mr. W. M. Martin (who supervised the erection of the plant), wroto with reference to the using of the overhead coal conveyor by the Railway Department.—Referred to the Gas Works Committee.

Compensation.—Messrs. Watt and Cohen, on behalf of Mr. Horace Wilson, notified the Council of his intention to hold tho Borough responsible for damago to his motor-car through the alleged negligence of an electric-car motorman.—Received.

Dangerous Corner.—Mr. S. Morton drew tho Council's attention to a very dangerous corner at the top of Dune Hill. —Referred to tho Works Committee.

Cooks Gardens Fence.—Mr. 0. Buchendahl wroto asking the Council to completo behind his houso the iron fence ■round Cook's Gardens.—Referred to tho Reserves Committee.

Durio Hill Elevator.—Mr. E. Crow wroto agreeing to pay the cost of preparing the agreement embodying the conditions and rights to enable him to. run an electric elevator to Durie Hill. —Tho Borough Solicitor was instructed to draw up an agreement. Opera House.—Adjutant Dawkins, of the Salvation Army, applied for the use of the Opera Houso for a religious service on Sunday evening, October 27th. —Granted.

Axemen's Carnival.—Tho Wanganui Axemen's Association applied for the nso of Cook's Gardens on Dec. 30th.— Granted, on tho usual conditions, and subject to a guarantee that any damago must be repaired. Wanganui East Water Supply.—The Wanganui East Borough asked the Council to connect temporarily the Okehu with the Wanganui East reticulation, with tho view to testing the pipes.— Tho Engineer was authorised to'mako tho connection at the expense of tho Wanganui East Borough Council.

Boundary Drain.—Mr. D. Jones wrote with reference to tho boundary drain which had been neorlected by tho Counril this year.—Referred to" tho Works Committee.

Legal.—Several letters from the Borough Solicitor were read and dealt with.

♦Sign.—Permission was granted, subject, to the approval of the Engineer, to erect a- signboard at the Burlington tea rooms.

New Bridge.—Mr. C. J. McKenzie, Engineer, wrote with reference to progress payments to Mr. Sanders, bridge contractor. —The amount was passed for payment,.on condition that Mr. Sanders cancelled his previous letter to the Council.- Mr. W. A. Veitch wired that tho Minister of Public Works agreed to grant £1000 additional towards the cost of substituting cylinders for concrete piles.—Tho telegram was received, and " voto of thanks to tho Minister was passed. The Mayor said the £1000 grant was in tho same ratio as the original grant of £5000 to the original cost.

Attention Required.—Various councillors drew attention to several matters which required to be attended to: An exposed and dangerous water-pipe in Ingestre Street near tho River Bank; tho need for metalling nart of Watt Street (behind tho Catholic Church); overhanging trees and encroaching hedges; holes in footpaths and roads.

RESERVES COMMITTEE

Tho report of tho Reserves Committee, 27th September, 1912, was as follows : —• Block 31, Liffiton Street.—That tho Engineer prepare an estimate of the cost of levelling the sections in this IVlo-k. which work tho committee consider should bo carried out beforo tho sections aro offered for lease. Reserves Staff.—That tho Gn.rdcnc-r bo authorised to employ an additional man during the next Ihreo months.

Sito for City Band Room.—The Committed recommend that a -site in Cook's Gardens behind the Parkville Hotel, be provided for <i band-room, subject to tho plan of the nroooscd building being apnroved by tho Council.

Tree Planting.—That tho Gardener report as to the most suitable sum trees for planting, and tho best sites for tho same. ' \ x

Bluo Gums opposite Gas Works.— That the Gardener be instructed to remo vo these.

Block 23.—The Committee, has inspected the sections in this block, and has revised the proposed upsets, and recommends that these should be adopted, and that tho value of the buildings to bo erected upon the sections should not; bo less than £300.

Gilmour Street.—Tho Committee recommend that an estimate be prepared of tho cost of making this street fronting Block 32. with a view of offering tho sections for lease.

Tho report of the Reserves Committee 2nd October, 1912, was as follows:—

Ro Cook's Gardens.—Your Committeo has considered th? application for the use of these grounds by the Labour Day Committee for the -purpose of holding a picnic on the 28th inst., and recommend that tho Council grant the application, charging lo per" cent, cf tho charge for aefmission at the grates. Virginia Lake.—Wo recommend that Mr. Andensen be piven permission to provide «. pato opening from his -nror.ortv on to the lake reserve, on big signing an undertaking: to close the same on request of the Council.—Adopted. SERJEANT ART GALLERY. The report of tho Sarjeant Art Gallery Committee, Ist October, 1912, was as follows:—• Ro Pictures Offered.—That Mr. Wooldridgo bo informed that the Committee is not yet in a position to consider purchasing pictures by Mr. H. Moore Jones. Also that Mrs. OJdfiekl bo thanked for her offer, and be informed that as the building is not yet ready the Committee will take the op. port-unity of inspecting tho pictures at some future date. BaiHie'Pictures.—That these be insured for their insura-ble value. Picturo Landguard Bluff.—That Mr. Greig bo informed that'the Committeecannot entertain the ', purchase of this picture. Re Advance by Public Trustee.—The Committee recommend tho Council to exeauto tho acknowledgment of advance of £120 required for payment of pictures purchased from the Baillie collection. Medici Pictures.—The Committee can, not entertain the purchase of- these at I> resent. OPERA HOUSE COMMITTEE. Tho report of the Opera Houso Committee, 27th September, 1912, was as follows:— R« Sunday Concerts.—Tho Committee- has considered Mr. P. C. Price's application for permission to run a series of concerts in aid of tho Orphanage luind, and have decided not to "rant tho request.—Adopted. dp:structor committee. Tho report of the Destructor Committee 27th Sept., 1912, was as follows:— The Committee has referred the tenders that have been received to the Borough and Tramways Engineers and tho Town Clork for report. Instructions have been given to obtain full particulars of tho cost and working of the destructors in Napier and Invercar<nll — Adopted.

WORKS COMMITTEE

Tho report of the Works Committee, 2nd October, 1912, was us follows :— Street Formation.—That the Council consent to tho College Trustees' proposal to form and make this street in manner similar to that of Hatrjck Street Extension, with the addition of concrete kerbing to the footpaths.

Slopes on Roadway in Front of Villa avfana.—Tho Committee finds that tho fent-o originally in Campbell Street was removed by the Catholic'authorities, and that it recommend that tho Campbell Street .slopo bo protected with a fence a.s «oon as tho 'material if) returned. Tho gravel carting continued throughout tho month, during which time 450 yards of metal were carted from pit to works, while some patching was also dono to tho road at the pit. The Straker carted out 293 casks of cement, and 169 casks were used on the .work. The staff hero now numbers 13.-

Head-works.—During tho month the dam at tho Headworks was emptied for cleaning. Not having been cleaned out Inst year the accumulation of silt was much greater than has been the case in past years, there being in some places as much ais 1G feet. Tho effect of the removal of-this largo quantity ri silt ought to be felt during the coming summer, as tho storago capacity has thus been enlarged, and the rise and fall of the water will not bo so marked. Tho 'labour involved 'in the cleaning out of the dam amounted to £20 6s. 6d.

Asphalting.—Tho asphalting {rang have been employed in laying; down the remaining side of Counland Street, the upper end of Niblett Street, and tho block in Insre^tro Street in front of the Technical College. A small quantity of private work has also been attended to.

Kerbing.—The korbing on tho River Bank is now completed as far as the Knikokopu Road, while that on the Head'l'. Road is complete as far as Liffiton Street. Tho remainder of Niblott Street has been finished, and also the block in London Street facing St. John's Station. A further 10 chain." have also been put in on tho new road through Block XXTII.

Block XXIII. —The excavating, with the exception of.some 10 chains of footpath, is now practically completed, n.nd tlio greater portion of this road is now clayed and metalled, 338 yards of clay and 160 yards of .erravel were spread chirmec tho month. Jackson Street. —Steady progress is being ma do with this work, one half of tho cutting through the hill being now finished, a^d availnnlo for traffic. 92 yards of clrvv oO y.Trcls- of metal wore spread during the month.

Virginia Road. —The forming of the short length of the road past Mr. Polson's to tho foot of the sand-hill will bo finished in a clay or two.

Brunswick Road. —Tho putting back oi the fence on the second section of this road is now finished, and the necessary filling .".lid formation is Hearing completion.

General.—49 yards of metal were used in patching streets on Durie Hill. Tngestre Street from Purnell Street to the Racecourse gates, has been metalled, some 114 yards having been used hero. 44 yards were spread along the tramlino in Guyton Street, and this portion of the street is now again in good order. 206 yards were used in patching various streets in tho borough, while 25 yards Avero also spread on St. John's Hill. 32 yards on Aramoho roads, f-2 yardo of sand were used in repairs to footpaths. The road roller has been engaged during the month rolling all newly-laid metal in tho various streets.

270 yards of sand and 286 yards of clay were sold from St. John's Pit during; tho month. *
