The "Ottawa Citizen" states that Harland and Wolff propose to expend seven million dollars on a dry dock and shipyard at Quebec. The paper add 3 that the Government has doubtless guaranteed to issue bonds and possibly give other financial assistance while Harland and Wolff are prepared to build a navy;
